Hi,
I get my baking tools at Estanislao Trading in Sto. Cristo St., Divisoria. In case they don't carry what it is you are looking for you can walk a few stores in the same street and you'll surely find one that has what you are looking for. If you are in the Makati area, try visiting Baker's Depot in Waltermart Makati, they also have a vast assortment of baking tools and ingredients.
I hope this helps.
 :)

Divisoria is the place to go! You can check out Ed Ramos Ent. in Sto. Cristo St. Binondo. ;)

Gourdo's, Cooks Exchange and Baker's Depot are good and usually have extensive selections of baking and decorating supplies. I find them a bit pricey, though.

I buy my piping tips from Saizen :) You can get around 3 metal tips and 6 plastic tips for only 88 pesos there. Of course, they're not as good as the ones in specialty stores, but if you're a casual baker, they should be fine.
