Davao City has been declared as the 'Chocolate Capital of the Philippines' and the entire Davao Region (Region 11) as the 'Cacao Capital of the Philippines.' President Rodrigo Duterte signed Republic Act No. 115471, recognizing Davao as the country's biggest producer of cacao. He adds that Davao has helped "in making the Philippines world-renowned and sought after by chocolate makers from the United States, Japan, and Europe."

The law has also emphasized the importance of cacao as a "driver of rural development" because of its contribution to the increase in export earnings and providing livelihood to farmers.

According to the previous Senate bill, Senate Bill No. 1741, this also recognizes cacao as a raw material, which can produce cocoa nibs, cocoa liquor, cocoa cake, cocoa butter, cocoa powder, and chocolate confectionary blocks.
