It was in February 2019 that Duterte signed the Rice Tarrification Law (RTL), "an Act liberalizing the importation, exportation, and trading of rice, lifting for the purpose the quantitative import restriction on rice."

Even though this law aims to make rice more accessible to the Filipinos, the negative effects of the RTL were strongly felt by the local farmers. For the last few months, they were forced to compete with importers who sold their harvest for a much affordable price. According to the Philippine Statistics Authority, the price of palay fell to its lowest in eight years last October 25, 2019.
